Will resizing reduce quality?

Shrinking uses high-quality smoothing so results stay crisp. For lossy formats like JPEG or WEBP you can also set the quality; PNG stays lossless.

Does it keep the aspect ratio?

By default yes — enter one dimension and the other is calculated automatically. Turn off ‘Maintain aspect ratio’ to stretch to exact width and height.
